‘Energy Refurbishment and Energy Efficiency in Public Buildings’

The main aim of the workshop organisation was to inform representatives from public sector and local authorities as well as other local stakeholders about project ENERJ, planned project activities to be realised in the public building stock and to draft possible joint interventions, taking into the consideration present legal frame and financial incentives and funds. The organisation of the event enabled us to increase the interest of Primorska municipalities and other stakeholders toward the project and to enhance the importance of their involvement within the project which will consequently facilitate a successful implementation of project activities and obtainment of EU goals.
The general presentation of the project ENERJ and project activities was presented by Vanja Cencič, ENERJ project manager at GOLEA Agency.
The director of GOLEA Agency, Rajko Leban has pointed out that energy refurbishment of public, public buildings and buildings in private ownership is in line with the EU and national long-term strategies and a key element to meet the EU's energy efficiency targets.
The WP 3 project activities and the importance of the presence of integrated energy management system along the implementation of public buildings renovation activities were presented by Nejc Božič, technical expert of the project ENERJ at GOLEA Agency.
As non-refundable funds significantly speed up the energy refurbishment activities we have invited two relators that are playing an important role within this field: Hinko Šolinc a director of ECO fund has presented grants that are offered to municipalities for investments in buildings where public education takes place (schools, kindergartens, libraries etc.), newly constructed as low energy and passive buildings or renovated in passive standard, meanwhile Martina Gračner from the Project office for the energy renovation of buildings (established within Ministry of Infrastructure) has presented possibilities how to obtain the Cohesion policy funding for implementation of energy refurbishment of public buildings.
During the interventions, it has been pointed out that identification of new financial mechanisms and design of joint cooperation is indispensable in future steps within the increment of building energy efficiency.
Along with investments into energy refurbishment also the activity of commercial banks increases and different loans are offered. Therefore, we have invited at workshop also a representative of the SID bank, Matjaž Ribaš.
The workshop was concluded with the lecture of Bogdan Božac, director of Marles company, the oldest and largest Slovenian manufacturer of prefabricated buildings, which has presented examples of good practice and the necessary steps in designing low-energy buildings.
